I see now from No.5 that Sir M.

Lampson has given Mr. Maze to understand that he (Sir M. Lampson) will sign the agreement,

and presumably Mr. Maze will so have informed

the Chinese Government. The position therefore

seems to be that (a) the Foreign Office want

the agreement to be between the United Kingdom

and China; (b) the Chinese Government will be

expecting us to propose this, and (c) in the

opinion of the Foreign Office the Chinese

Government would probably prefer this form.

It is now for consideration whether we should

contest the Foreign Office view on this point. My own view is that (in ad the circumstances summarised above) it would be better to agree.

As however there is no great urgency

about settling this question, as we shall have

at any rate 5 or 6 weeks in which to think about it before the text (as agreed between the Governor and Mr. Maze) arrives, I suggest that we should telegraph as in draft herewith, and

that papers should then be re-circulated for

the consideration of the form which the agreement
